Canadian Language Benchmark
CLB 4
CLB 4 is an entry-level benchmark. For CELPIP it corresponds to a CELPIP level 4. It's most relevant for Canadian citizenship, which requires CLB 4 in Listening and Speaking.
CELPIP equivalent: CLB 4 = CELPIP level 4 in the relevant ability.
What this level means
- You can handle short, routine spoken and written exchanges on familiar topics.
- You understand simple instructions, questions, and everyday conversations spoken slowly.
- You can write basic messages and fill in simple forms.
What it unlocks
- Canadian Citizenship — CLB 4 in Listening and Speaking.
- Express Entry — Federal Skilled Trades (CLB 4 Reading and Writing).
How to reach it
- Build core vocabulary for everyday situations: work, shopping, appointments, directions.
- Practise listening to slow, clear conversations and identifying the main request.
- Drill short writing tasks — a 3 to 4 sentence message with a clear purpose.

The fastest way to a higher CLB is realistic, timed practice. Take a full Mock to baseline all four skills, then drill your weakest part.
